Details on AES Partnership Agency Interfaces
U.S. Customs and Border Protection (CBP) has posted to its Web site a notice describing the various Automated Export System (AES) partnership agency interfaces.
CBP states that AES has developed various levels of automated interaction with the following agencies and is exploring further enhancements to the interfaces:
Bureau of Industry and Security (BIS)/Commerce
Office of Defense Trade Controls (ODTC)/State
Bureau of the Census (Census)/Commerce
Nuclear Regulatory Commission (NRC)
Office of Foreign Assets Control (OFAC)/Treasury
This is Part I of a multi-part series of summaries of the various AES partnership agency interfaces and focuses on BIS. See future issues for additional summaries.
Interfaces Currently In Place
- Data pertinent to BIS is currently collected as part of the electronic transmission of commodity information (Shippers Export Declaration (SED)) from the AES filer: License Code, License Number, Export Control Classification Number (ECCN).
The exporter (U.S. principal party in interest (USPPI))/agent: (a) selects the appropriate License Code (table includes BIS-approved licenses, Special Comprehensive Licenses (SCLs), and License Exceptions) from the License Type Code Tables; (b) enters an ECCN where applicable (required for all BIS-approved licenses and SCLs, for license exceptions as noted on the AES License Type Code Table); and (3) enters the approved BIS license number for all BIS-approved licenses and SCLs.
- A system validation of outbound shipments is performed against BIS-approved licenses and SCLs. With AES, CBP is still the responsible agency for reviewing export shipment information prior to departure.
CBP notes that no license application data is processed through AES.
- A table and updates from BIS on the Denied Parties List (DPL) is being maintained in AES for CBP use. A hyperlink from CBP/AES Web site to the BIS home page on the Internet also provides access to the List of Exporters (USPPIs)/agents to assist in their compliance efforts.
Future Enhancements
- CBP will collect and transmit to BIS commodity/transportation data on all export shipments.
CBP notes that the ultimate goal is to eliminate the trade community and CBP manual processing and paper review of the SED/approved license data and replace it with data on-line to view for verification purposes. This will result in more efficient and faster handling of export shipments at the ports.
