BIS Final Rule Makes EAR Technical Corrections, Revises Three Prior Final Rules
The Bureau of Industry and Security has issued a final rule, effective April 24, 2007, which amends the Export Administration Regulations by making a technical correction to the contact information for the Drug Enforcement Administration, and by making corrections inadvertently omitted in three rules previously published in the Federal Register.
BIS' final rule makes the following changes:
Associations between Libya and terrorist support removed. BIS' August 31, 2006 final rule which implemented the rescission of Libya's designation as a state sponsor of terrorism is being amended to remove the remaining associations between Libya and the group of terrorist-supporting countries that were inadvertently not removed previously. Heading for surreptitious listening devices replaced. BIS' November 20, 2006, final rule which imposed foreign policy controls on surreptitious communications intercepting devices is being amended to replace the heading to the Export Control Classification Number (ECCN) 5A980 for surreptitious listening devices with "Devices primarily useful for the surreptitious interception of wire, oral, or electronic communications; and parts and accessories therefor.'' North Korea licensing requirements corrected. BIS' January 26, 2007 final rule which imposed restrictions on exports and reexports of luxury goods to North Korea is being amended to correct ECCN 0A988 by including North Korea in the license requirement for machetes and to correct ECCN 3A991 by removing a "No License Required" designation for certain microprocessors that are exported or reexported to North Korea. BIS is also correcting punctuation, wording, and a mislabeled citation in this final rule. (See ITT's Online Archives or 01/29/07 news, 07012925, for BP summary of the January 26, 2007 final rule.)
Correction to DEA contact information. BIS is amending the contact information for the DEA in Supplement No. 3 to 15 CFR Part 730 as two units of the DEA, the International Chemical Control Unit and the International Drug Unit of the DEA, have merged to form the Office of Diversion Control, Import-Export Unit.
