AESTIR Updated to Indicate that ECCNs for 11 License Exception Codes Must Now be Reported in AES

U.S. Customs and Border Protection has posted a summary of recent changes to the Automated Export System Trade Interface Requirements (AESTIR) to its Web site.

CBP's summary indicates that Appendix F in AESTIR Version 1.0 was changed in order to make the requirement for an Export Control Classification Number (ECCN) "mandatory" instead of " allowed" for the following:

ECCNs Required for 11 License Exceptions Effective April 28, 2008

The Census Bureau has announced that effective April 28, 2008, the ECCN will be required for the license exceptions reportable under the codes listed above.

Census has stated that U.S. principal parties in interest (USPPIs) and their authorized filing agents (AES filers) must follow these new reporting requirements to prevent the return of fatal errors from AES.

(This change conforms the AESTIR to the Export Administration Regulations (15 CFR 740.1(d)) which state that the correct license exception symbol and ECCN must be reported on the AES record for all shipments of items exported under a License Exception (except items temporarily in the U.S. meeting the provisions of License Exception TMP, under 15 CFR 740.9(b)(3)).)
