Highlights of Census' July 2008 AES Newsletter
The Census Bureau has posted to its Web site the July 2008 issue of its AES Newsletter.
Among other things, the newsletter announces that the Census' Foreign Trade Division (FTD) has issued new Foreign Trade Regulations and mandatory Automated Export System filing requirements.
Highlights of Census' AES Newsletter include:
AES Compliance Reports. Census notes that it monitors and reviews data filed through AES for quality and timeliness, sends monthly Compliance Reports, and contacts filers as needed. Census states that if a filer's compliance rate is below 95%, it strongly urges that the company implement measures to improve its compliance rate and prevent or correct identified errors. The AES Compliance Report will be one of the tools used to identify companies for the AES Compliance Review Program.
(See ITT's Online Archives or 07/28/08 news, 08072840, for Census' most recent update on its AES Compliance Review Program.)
New Features for USATrade Online. Census announces that USATrade Online, a FTD data product, has been improved to provide state exports by 6-digit Harmonized Tariff Schedule (HTS) codes and by 4-digit North American Industry Classification System (NAICS) codes. Subscribers are able to create customized data on state exports, trade by port, and detailed commodity trade. Historical data are available as far back as 1992 for some data sets, as well as the most recent trade statistics.
Census states that even with the additional data, USATrade Online will be available at the same subscription price of $75 per month or $300 per year. Those interested in a free 30-day trial subscription should e-mail Maria Iseman at maria.a.iseman@census.gov.
How to report company mergers and acquisitions. Census provides instructions for companies that file through AES that want to update their company profiler to reflect organizational changes such as mergers and acquisitions. Instructions are provided for companies that report through AESDirect and the AES mainframe.
AESDirect and AESPcLink user notes. Census has provided tips for both AESDirect and AESPcLink filers:
AESDirect Users - If a filer has a pop-up blocker on their computer, the filer must temporarily remove it to use the AESDirect look-up feature. If the pop-up blocker is not turned off (or temporarily disabled), the filer will not be able to use the look-up feature to find AES codes. Failure to disable the pop-up blocker may prevent a shipment from being processed and sent to the U.S. Customs and Border Protection AES database.
AESPcLink Users - Filers should remember to use the Tools Menu at least once per month to update their AESPcLink software and AES Code Tables.
AES compliance seminars, fatal error reports, etc. Census also discusses several other areas of AES in its newsletter, including:
average monthly goals of AES shipments by mode of transportation for all AES filings and by all modes for postdeparture filing
AES compliance seminars and workshops
AES fatal error reports and how to resolve fatal errors
ECCNs for certain license exception codes must be reported in AES
