1. Chicago Pipeline on Required Use of New CBP Form 7501

U.S. Customs and Border Protection's Port of Chicago has issued a Pipeline providing notice that effective November 5, 2009 it will no longer accept CBP Form 7501 (entry summary) versions dated prior to June 2009. According to port sources, this November 5th effective date is only for entries filed at the Port of Chicago and could be extended if Headquarters instructs them to push the date out further. 2. Memo to Transportation Secretary on Air Carrier Service Insurance

The White House has posted a memorandum from the President to the Secretary of Transportation on the Provision of Aviation Insurance Coverage for Commercial Air Carrier Service in Domestic and International Operations. 3. PHMSA Notice on Lithium Battery Shipping Descriptions

Effective August 25, 2009, the Pipeline and Hazardous Materials Safety Administration is authorizing persons who offer for transport or transport lithium metal and lithium ion cells and batteries in commerce, to describe those articles in the same manner as recently adopted in international regulations. PHMSA states it will consider adopting these alternate shipping descriptions into the Hazardous Materials Regulations at a future date. 4. FMCSA ANPR on New Entrant Safety Assurance Process

The Federal Motor Carrier Safety Administration has issued an advance notice of proposed rulemaking in order to request comments on, among other things, whether to implement a proficiency examination as part of its revised New Entrant Safety Assurance Process. 5. State Dept Lists 53 Persons as Debarred for Three Years

The Department of State has imposed statutory debarment pursuant to Section 127.7(c) of the International Traffic in Arms Regulations (ITAR) for 53 persons convicted of violating, attempting to violate or conspiring to violate Section 38 of the Arms Export Control Act. These debarments are effective from the date of conviction. After three years, a debarred person may request a review to have his export privileges reinstated. 6. OFAC Releases Enforcement Information for August 24th
