1. Summary of AESTIR Changes

CBP has posted a summary of changes to the Automated Export System Trade Interface Requirements (AESTIR) that is effective December 2, 2009. Appendix F - License and License Exemption Type Codes was revised as follows: ECCN Information updated to include missing ECCN numbers (C36 - 3C005 and 3C006; C37 - 4A003, 3C005, 3C006). 2. CBP, ICE Release Annual Report on Counterfeit Goods Seized

CBP and Immigration and Customs Enforcement have released their annual report on intellectual property rights seizure statistics. According to a press release, CBP and ICE made 14,841 seizures of counterfeit and pirated goods with a total domestic value of $260.7 million in fiscal year 2009. 4. Nov 19th Opening of 180-Day Special Import Quota for Upland Cotton

CBP has issued a memorandum announcing a special import quota of 13,470,353 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.71. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.)

The quota period is November 19, 2009 - May 17, 2010. To be counted under this quota, the cotton must be imported during this period and purchased not later than February 16, 2010. The opening date was November 19, 2009.
