1. Summary of AESTIR Changes
CBP has posted a summary of changes to the Automated Export System Trade Interface Requirements (AESTIR) that is effective December 15, 2009. Appendix F - License and License Exemption Type Codes - was revised to include the following ECCN changes: C35 - add 1D008 and C38 - delete 4D003. The AES Downtime Guidelines were also updated. 2. Foreign Currency Exchange Rate Multipliers for Week Ending Dec 18

3. 2010 TRQ for Ice Cream Opens January 4th
CBP has issued a memorandum announcing that the 2010 TRQ for ice cream provided for in HTS Chapter 21, Additional U.S. Note 5 will open on Monday, January 4, 2010. The aggregate low-duty quantity is 5,667,846 liters with the below-listed countries having the following minimum access amounts:

4. 2010 TRQ for Cheddar Cheese, Cheese Substitutes Opens Jan 4th
CBP has issued a memorandum announcing that the 2010 TRQ for cheddar cheese and cheese substitutes as provided for in HTS Chapter 4, Additional U.S. Note 18 will open on Monday, January 4, 2010, with the below-listed countries having the following low-duty quantities:

Products described in HTS Chapter 4, Additional U.S. Note 18 are subject to agriculture licensing, except for certain products of Canada. 5. Dec 17th Opening of 180-Day Special Import Quota for Upland Cotton
CBP has issued a memorandum announcing a special import quota of 13,304,199 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.75. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.)
The quota period is December 17, 2009 - June 14, 2010. To be counted under this quota, the cotton must be imported during this period and purchased not later than March 16, 2010. The opening date was December 17, 2009. 6. Haiti HOPE Value Added TPL Opens December 21st
CBP has issued a memorandum announcing that the 12-month valued-added tariff preference level for certain apparel eligible to receive duty-free treatment under Haiti HOPE opens December 21, 2009 for the December 20, 2009 - December 19, 2010 period.
