BIS Adds AMD as China VEU

The Bureau of Industry and Security has issued a final rule, effective May 10, 2010, which amends the Export Administration Regulations to add an entity in China and identify its respective eligible items for export and reexport and transfer (in-country) under Authorization Validated End-User (VEU).

BIS’ final rule amends Supplement No. 7 to 15 CFR Part 748 to add Advanced Micro Devices China, Inc. as a VEU and includes the following facility names and address under “Eligible Destination:”

BIS' final rule also amends Supplement No. 7 to 15 CFR Part 748 to include the following Export Control Classification Numbers (ECCNs) that may be exported, reexported or transferred to AMD China under Authorization VEU:

¹As it applies to “technology” for items classified under 3B001, 3B002, 3C002.

²Limited to the “development” and “production” of integrated circuits for commercial applications.

³Applicable to the “development” of products under ECCN 4A003.
