EU Government Notices for Dec 22
The European Union issued the following trade-related releases on December 22, 2010:
- GSP new rules of origin will apply Jan 1. The EC reminds the trade that new rules of origin regarding the Generalized System of Preferences will apply as of January 1, 2011. (See ITT's Online Archives or 11/22/10 and 12/15/10 news, 10112205 and 10112341, for BP summaries.)
- AEO and EORI information. The EC has provided a fact sheet on Authorized Economic Operators (AEO) and Economic Operators Registration and Identification (EORI) numbers, including information on their applicability under the Jan 1, 2011 cargo advance security data requirements. - Gaza Strip duty-free trade deal. The EC and the Palestinian Authority of the West Bank and Gaza Strip have agreed the text of a draft ten year accord to provide immediate duty-free access to the EU market to all agricultural products, processed agricultural products and fish and fish and fishery products originating in the West Bank and Gaza Strip.
- Restrictions against N. Korea. The European Council adopted a decision renewing the lists of persons and entities in North Korea who are subject to EU autonomous restrictive measures and adding one individual and six entities to the lists.
- ECHA guidance on reporting SVHC. The European Chemicals Agency has revised its guidance document on the REACH requirement that companies may have to notify ECHA of Substances of Very High Concern that are present in articles they produce and import after June 1, 2011.
- Monitoring of excise goods computerized Jan 1. The Excise Movement and Control System, a new computerized system for monitoring the movement of alcohol, tobacco and energy products in the EU, becomes fully operational on January 1, 2011, by which all EU authorities and economic operators must join. The existing AAD system will no longer have a legal base or be used for new movements.
