Census Releases AES Trouble-Shooting Tips
The U.S. Census Bureau on Jan. 22 released trouble-shooting techniques to resolve frequent Fatal Error notification issues in the Automated Export System (AES). Fatal Errors occur when a shipment is rejected.
Fatal Error 666: ECCN Must Be From Approved List
Reason: The Export Control Classification Number (ECCN) reported is not on the list of codes allowed for License Code / License Exemption Code reported.
Resolution: See Appendix F -- License and License Exemption Type Codes and Reporting Guidelines for a list of approved ECCN codes for the License Code / License Exemption reported. Verify the ECCN and License Code / License Exemption Code, correct the shipment and resubmit. Recently, the U.S. Bureau of Industry and Security (BIS) added additional validations in the AES in regards to ECCNs and License Code / License Exemption Codes. Fatal Error 627: 1st Unit of Measure Code Unknown
Reason: The Shipping Weight is reported as zero.
Resolution: The 1st Unit of Measure Code reported, based on the Schedule B/HTS reported, must be a valid code contained in Appendix K -- Unit of Measure Codes. Verify the 1st Unit of Measure Code required for the Schedule B/HTS Number reported, correct the shipment and resubmit.
