USTR Says 11 Products Risk Losing GSP Eligibility in 2016

Some 11 products look set to exceed competitive need limitations (CNLs) for calendar year 2016 and lose their eligibility for duty-free access under the Generalized System of Preferences, the U.S. Trade Representative said (here). Products that may exceed CNL waivers in 2016 include the following:

Unless a waiver is granted, these products may be rendered ineligible for GSP when imported from the associated countries. Products exceed CNLs when the quantity imported in one year exceeds a certain amount ($175 million in 2015), or the value imported from a single GSP country exceeds 50 percent of the value of the product imported from all countries.
