Canadian Government Notices as of May 10

The government of Canada recently issued the following trade-related notices as of May 10 (note that some may also be given separate headlines):

• Canadian international merchandise trade for March 2019. Statistics Canada reported May 9 that Canada's exports rose 3.2% in March, led in part by higher exports of energy products. Imports increased 2.5%, mainly on higher imports of consumer goods. As a result, Canada's merchandise trade deficit with the world narrowed from $3.4 billion in February to $3.2 billion in March. After decreasing 13.9% in February, exports to countries other than the U.S. rose 8.8% in March to $12.7 billion. After declining 6.7% in February, imports from countries other than the U.S. rose 8% in March to $19.5 billion.
• CITT initiates expiry review for hot-rolled carbon steel plate. The Canadian International Trade Tribunal on May 9 initiated an expiry review of its finding made on May 20, 2014, in Inquiry No. NQ‑2013‑005, to determine if the continued or resumed dumping of hot-rolled carbon steel plate from Brazil, Denmark, Indonesia, Italy, Japan and South Korea is likely to result in injury. The Canada Border Services Agency will determine, by Oct. 4, 2019, if there is a likelihood of resumed or continued dumping. If that determination is in the affirmative, CITT will make a determination, by March 13, 2020, on whether the continued or resumed dumping is likely to result in injury to the domestic industry.
• CBSA determination in expiry review regarding certain hollow structural sections. The Canada Border Services Agency has determined that the expiry of the 2013 order regarding certain hollow structural sections originating in or exported from South Korea and Turkey is likely to result in the continuation or resumption of dumping of such goods. On Dec. 11, 2018, the CBSA initiated an expiry review investigation to make a determination on the likelihood of continued product dumping. The Canadian International Trade Tribunal had on Dec. 10, 2018, initiated an expiry review of its order made on Dec. 20, 2013, in Expiry Review No. RR-2013-001, concerning the dumping of certain hollow structural sections originating in or exported from South Korea and Turkey. A CBSA Statement of Reasons concerning its determination will be issued by May 24.
• Product Recalls: “Libra” 3-drawer chest by South Shore manufactured in Mexico and Canada recalled, for tip-over hazard.
