November ACE Schedule Gives Target Date for Phase 3 Implementation of Section 232 on Aluminum

CBP has defined two dates for when the agency expects to deploy ACE enhancements related to steel melt and pour country reporting and when CBP hopes to implement Phase 3 of the Section 232 trade remedy on aluminum smelt, according to CBP's ACE development schedule for November.

According to CBP, updates include the following:

• Defined Nov. 21, 2025, as the target deployment date for Phase 3 of the Section 232 trade remedy on aluminum. This phase calls for a new declaration for aluminum smelt or cast in Russia.
• Continued to list a Nov. 21, 2024, target deployment deadline for enhancements related to steel melt and pour country reporting.
• Updated the target deployment deadlines for a new mandatory prompt for Company ACE ID and for a new user interface allowing CBP personnel to monitor, track, and manage Serial Numbered Forms pads from October 2024 to November 2024.
• Updated deployment date for ACE Portal Modernization: Broker Access to CPSC Documents in the Modernized ACE Portal to November 2024 from October 2024.
• Updated deployment date for ACE Reports: New Mandatory Prompt for Company ACE ID to November 2024 from October 2024.
• Added deployment of the New Indicator and Validations for Drawback Petroleum Superfund Tax Certification INT-036. The target deployment deadline is Jan. 21, 2025.
• Added deployment of the Additional Validations for Drawback Oil Spill Tax and Petroleum Superfund Tax Claims INT-037. The target deployment deadline is also Jan. 21, 2025.
• Added deployment of the Russian Sanctions Phase 1: Non-ABI Data Collection CBP-183. The target deployment deadline is April 2025.
• Added deployment of ACE Collections: Credit Card Update CBP-148. The target deployment deadline is July 2025.
• Added deployment of the Automated Rejection of Insufficient Manifest Cargo Descriptions CBP-190. The target deployment date is September 2025, with a development start date of December 2024.
• Added deployment of the ACE Reports: Enhancement of Automated Export System (AES) Universe to Replace Trade Export Data Universe. The target deployment date is November 2024.
• Added deployment of the ACE Portal Modernization: Broker License Mass Print Feature. The target deployment date is November 2024.
• Removed deployment of Updates to Mass Processing -- Mass Revert INT-013 following a successful deployment.
• Removed deployment of ACE Collections -- Unarchive Collection Request via User Interface (UI) INT-030 following a successful deployment.
• Removed deployment of ACE Collections -- Treasury Forfeiture Fund Refunds Accounting CBP-140 following a successful deployment.

CBP conveyed that the November ACE schedule was publicly available via a Nov. 13 cargo systems message.
