EU Offers Sanctions Guidance for Russian LNG Transshipments

New guidance published this week by the European Commission covers how EU sanctions apply to certain shipments of Russian liquified natural gas. The FAQs offer insight into how EU companies can determine whether the LNG they’re transporting is of Russian origin, how they can request permission to transport those shipments, and more.

The commission said EU companies should carry out “appropriate checks” on trading partners to determine if the LNG they’re reloading from a shared tank is from Russia. This may include looking into:

• the “previous business practices” of the shippers involved
• the time between the unloading and reloading
• any “indications of direct commercial connections between the unloading and reloading, including the purchase of new unloading and reloading services in bundle”
• the country of registration of the companies involved.
