Field Radio Systems asked the FCC to certify it as a commercial operator license examination manager. The company “specializes in off-grid and field communication solutions, providing both equipment and educational training for amateur radio operators, communities, and industry professionals,” said an undocketed filing posted Monday: “We operate a robust Learning Management System for administering technical training and certification courses.”
The FCC’s “In Re: Delete Delete Delete” proceeding could draw a huge number of response filings and is expected to require numerous subsequent rulemakings to lead to actual changes, said industry officials and academics. “Every single regulated entity will sit on Santa's lap and ask for presents,” said TechFreedom Senior Counsel Jim Dunstan. “It will take months just to sift through all the asks and determine how to proceed.”
The FCC will focus on making GPS and 911 calls more reliable at its March 27 open meeting, Chairman Brendan Carr announced Wednesday. The meeting will be the second with Carr at the helm. Draft meeting items are expected to be posted Thursday.
The FCC Wireless Bureau on Wednesday approved a waiver of the commission’s Part 97 rules allowing amateur radio licensees to communicate with military stations as part of Pearl Harbor Day commemorations Dec. 7 and 8. The American Radio Relay League sought the waiver in October (see 2410080019). “We find grant of the waiver meets the waiver standard because this event presents a unique opportunity for amateur operators to practice communications skills under the guidance of military officials, which may be useful in the future and serves the public interest,” the bureau said. The Wireless Bureau approved a similar waiver last year (see 2311270044).
The FCC Enforcement Bureau reminded amateur radio service and personal radio services licensees on Monday that the commission prohibits using radios to commit or facilitate crimes. “The Bureau recognizes that these services can be used for a wide range of permitted and socially beneficial purposes, including emergency communications and speech that is protected under the First Amendment of the U.S. Constitution,” the notice said. However, those using radio services for criminal purposes "may be subject to severe penalties, including significant fines, seizure of the offending equipment, and, in some cases, criminal prosecution."

Hundreds of commenters opposed a proposal from NextNav that would reconfigure the 902-928 MHz band and "enable a high-quality, terrestrial complement” to GPS for positioning, navigation and timing (PNT) services (see 2404160043). Amateur radio operators weighed in early and often (see 2408120024). Joining them were many other groups whose members use the band. Comments were due Thursday in docket 24-240. NextNav on Friday defended its petition seeking a rulemaking.
The Resilient Navigation and Timing Foundation questioned parts of NextNav’s proposal to use its 902-928 MHz band spectrum for terrestrial position, navigation and time (TPNT) services. In a filing posted Tuesday in docket 24-240, the foundation said, “Other solutions or combinations of systems can provide similar capabilities as NextNav proposes” and “many of them do not require additional spectrum.” A single solution isn’t sufficient, the foundation said: “Multiple systems in a carefully architected system-of-systems approach are required,” and “there are numerous existing and emerging technologies that provide or can provide TPNT to complement and backup GPS.” The group also questioned whether NextNav’s proposal is truly “nationwide” since it won’t serve “the entire landmass and immediate contiguous waters of the United States including Hawaii, Alaska, Puerto Rico, and Guam.” NextNav’s plan has proven controversial. Amateur radio operators have opposed the company’s request, making hundreds of filings ahead of a Thursday deadline for initial comments (see 2408120024).
Progeny stressed in a progress report on the status of the construction and operation of its multilateration location and monitoring service licenses that its parent NextNav is seeking revisions to the rules for that spectrum. The changes “would enable highly accurate, widescale geolocation services, greatly enhancing the efficacy and utility of Progeny’s terrestrial position, navigation, and time (PNT) services as a complement and backup to the Global Positioning System,” said a filing Friday in docket 12-202. NextNav’s proposal for the 902-928 MHz band has proven controversial. Amateur radio operators have opposed NextNav’s request, making hundreds of filings ahead of a Thursday deadline for initial comments (see 2408120024). “The Commission’s action on the Petition will enable the deployment of a widescale terrestrial PNT complement and backup without the need for federal funding,” Progeny said. The Los Angeles County Metropolitan Transportation Authority also raised concerns. The authority’s licensed RFID devices “are tuned to different frequencies on a site-by-site basis to avoid interference with existing operators,” said a filing posted Friday: “If all existing licensed and unlicensed users of the lower 900 MHz frequencies are compressed into a significantly reduced portion of spectrum, Metro will face potential significant difficulties identifying frequencies that can be used for its transponder communications without being subject to interference moving forward.” The authority also questioned the lack of a guardband to protect its operations and NextNav's real-world testing. NextNav’s plans “call for higher-powered devices (two orders of magnitude more powerful) and significantly larger volumes of traffic than are currently in use on these frequencies” and the potential impact on Metro’s roadside antennas, readers and in-vehicle transponders “have not been properly evaluated,” the authority said. The band provides connections for “tens of millions” of smart-home and smart-building devices and industrial solutions, said Reliable Controls, which offers products that use the frequencies, including its EnOcean line. “The reallocation of this spectrum would potentially render these devices inoperative, potentially causing widespread disruption and resulting in billions of dollars in economic loss to schools, hospitals, government buildings, offices, companies, industry and individuals,” the company said.
Shortwave Modernization Coalition (SMC) representatives told the FCC the group met with other federal agencies about the group’s proposal that the commission launch a rulemaking to amend eligibility and technical rules for industrial/business pool licensees to authorize licensed use of frequencies above 2 MHz and below 25 MHz for fixed, long-distance, non-voice communications (see 2305010053). The proposal has faced pushback, particularly from amateur radio operators (see 2308180033). SMC met with spectrum officials at NTIA “and based on those discussions reached out to several federal spectrum users and were successful in having meetings with the spectrum staff” at NASA, NOAA, the National Institute of Standards and Technology and the U.S. Coast Guard, a filing posted Monday in RM-11953 said. SMC “explained that the shortwave band has been used for nearly nine years through multiple experimental licenses granted to several parties, and that multi-year experience mirrors the use that would be authorized by the pending proposal.”
